Innovationen werden meist mit technischem Fortschritt und wirtschaftlichen Prozessen verbunden. Sie werden aber auch für Orte und Träger der sozialen Dienste, der sozialen Fürsorge und der Gemeinwohlentwicklung gefordert. Auch der Wohlfahrtsstaat, so das Plädoyer, müsse auf die modernen Herausforderungen mit neuartigen Herangehensweisen reagieren. Damit ist auch die Applikation wirtschaftlicher Betrachtungsweisen im sozialen Bereich gemeint und die Anwendung technischer Errungenschaften für die Erbringung sozialer Leistungen. Aber nicht nur! Zugleich gewinnt eine genuin gesellschaftliche Erneuerungsfähigkeit Aufmerksamkeit, die weniger am unternehmerischen Wachstum orientiert ist als an einer »sozialen« und stärker zivilgesellschaftlich bestimmten Problemlösung, die Staat und Markt schuldig bleiben (Howaldt & Schwarz 2010; Beck & Kropp 2012).
