The Rings of Resilience Model
Proposing a New Framework to Build, Strengthen and Sustain Strategic Resilience in Countries Faced with Terrorism
Zusammenfassung
Terrorismusbekämpfung ist für Offene Gesellschaften aufgrund ihrer Verwundbarkeit ein Balanceakt zwischen Sicherheit, Freiheit und Wohlstand. Der Autor argumentiert dafür, dieser strategischen Verwundbarkeit mit dem Konzept der Strategischen Resilienz zu begegnen. Er analysiert detailliert die Schritte zu deren Aufbau durch materielle, soziale und psychologische Ressourcen und skizziert in einem Modell neun zentrale Handlungsfelder für die Politik. Dieses wird durch detaillierte Fallstudien aus Großbritannien und Singapur validiert und bietet praktische Handlungsempfehlungen für politische Entscheidungsträger, Sicherheitsexperten und Wissenschaftler, die sich mit gesellschaftlicher Resilienz und der Abschreckung von Terroristen befassen.
Abstract
For open societies, combating terrorism is a balancing act between security, freedom and prosperity due to their vulnerabilities. This book argues in favour of countering this strategic vulnerability with the concept of strategic resilience. It analyses in detail the steps involved in building up such resilience through material, social and psychological resources and outlines nine central areas of action in a model. This model is validated by detailed case studies from the UK and Singapore and offers practical recommendations for policymakers, security professionals and academics concerned with societal resilience and deterring terrorists.
