The first year of Jean-Claude Juncker’s presidency of the European Commission has now passed. With reference to the institution’s history, its current political environment and its internal organization, this article provides a preliminary assessment of the new Commission. It shows an institution subject to both continuity and change. On the one hand, the new Commission follows recent trends of legislative self-restraint and internal hierarchisation. On the other hand, it proves to be much more political than its predecessors, with regard to both composition and demeanor vis-à-vis the member states. Its general profile remains, however, unclear. The first year has shown a proactive Commission, but its overall political agenda is still elusive.
