Based on interviews conducted with persons living in different regions of Ukraine and Russia, this paper examines positions on the Minsk Process held by those most immediately affected by the crisis. Focusing on the restoration of Ukrainian statehood in the non-government-controlled areas of the Donetsk and Luhansk regions as a key issue in the conflict, the paper identifies two main positions: “border first” and “status first”.
