note = {The year 2021 marks the tenth anniversary of Ministerial Council
Decision No. 3/11 on Elements of the Conflict Cycle. Since this key
decision was adopted, the Conflict Prevention Centre has been working
to strengthen the OSCE’s ability to prevent conflicts from
escalating into violence, to facilitate peaceful conflict resolution,
and to support the building of sustainable peace and security. The
OSCE has at its disposal a comprehensive set of conflict cycle tools
that can be applied across the OSCE area. While their implementation
can always be enhanced by learning lessons from the past and
anticipating future challenges, what is urgently required are
sufficient OSCE resources and the political will of participating
States to make proactive use of relevant instruments.},
