One of the reasons for this is that the Organization’s design no longer aligns with the nature of the conflict. In this paper, we present two options for institutional transformation that would enable the OSCE to deal with this crisis. The first would limit the OSCE’s range of tasks to conflict prevention and ensure its capacity to act by delegating competences to its permanent bodies. The second would place dialogue and the search for consensus at the centre.
