of prosecuting Government or State officials of States not party to
the Rome Statute faces significant challenges in the practice of the
International Criminal Court and raises discussions remained unclear
and satisfactory. Proceedings involving non-cooperation of States with
Court are illustrations of the issues. Drawing lessons from South
Africa's case of non-compliance with the Court's request in the
situation in Sudan, this study suggests some prospects for
cooperation. It also draws inspiration from the African context marked
by persisting tensions around prosecutions against suspects granted
with immunities.},
