Despite these developments, however, surprisingly little attention has thus far been paid to how privatization of security at home and abroad is legitimized by German decisionmakers, which is why we address this blind spot in the literature. The time frame of our analysis of parliamentary debates and government statements spans from the German unification (1989) until 2015. From a governmentality perspective, we find a relatively stable neo-liberal discourse among decision-makers who, on the one hand, justify the privatization of security with references to its cost efficiency and its effectiveness, and on the other hand, contribute to its depoliticization by declaring security production in certain areas to be a private and no longer a political matter.
