This study - based on a critical and qualitative exami­nation of a variety of primary sources - focuses on the case of Finland joining the Council of Europe in 1989, which featured different levels of value discussion be­tween 1987 and 1989. The Council of Europe had a strong definition of key political values such as democracy and freedom, and this understanding clashed with the Finnish political landscape more accustomed to balancing between he values of the Western and Eastern blocs. As a result, the discussions reflected the contemporary political context as well as featuring the more long-term neutral foreign policy align­ment.
