Fourteen years later, in spite of its elevation to the constitutional text, the right to education still shares the fate of other socio-economic rights in India: The right-bearers themselves are practically unable to claim their right in court, and therefore do not have measures to exert pressure on the state if it does not provide the right to them, except for elections. The institution of School Management Committees could enable parents to become active in the implementation of the right themselves.
