public management (NPM) to public governance (PG) or post-NPM around
the world. However, the trajectory of public sector management reform
might not be identical and differ from country to country owing to a
layering process of public sector reform. This paper shows that by
adopting a theory of hybrid strategy, Japan’s nursery services
management has relied on a mixed system of traditional public
administration, NPM and some of PG, in contrast to a more general
international classification as a late adopter of the NPM model.},
