The chains of illicit proliferation of SALW often commence as legal transfer of weapons between states. This article reflects upon the diverse sources of illicit proliferation, its consequences for human and state security, and the two main global governance efforts to tackle these problems. States need to take the regulations more seriously and further their implementation.
