The reason is a justice conflict, namely a disagreement on the emphasis that should be placed on nuclear disarmament on the one side and on nuclear non-proliferation on the other. Several countries perceive the FM(C)T as a tool to draw in the states outside of the nonproliferation regime, others understand it as a disarmament measure that reduces the quantities of fissile materials for nuclear weapons. They regard the unwillingness of the nuclear weapon states to engage towards this end as deeply unjust.
