note = {Anyone performing or omitting an action inevitably faces the problem
that success depends upon the cooperation of also those who follow a
morally dubious agenda and who try to avail themselves of this
cooperation. The same is true in politics. When is it permitted to
cooperate with states of dubious policies? The article makes its
arguments based on the perspective of an ethics of responsibility
(Verantwortungsethik), a perspective that places significance in the
consequences of a policy. In order to structure this complex problem
and to generate some orientations for decision-making, the article
retrieves several classic differentiations and principles and
interprets them within the modern arena.},
