Der erste Teil enthält eine dichte, chronologische Beschreibung des Fallrechts des Gerichtshofes der Europäischen Union zur Freizügigkeit der Personen und Dienstleistungen, inkl. der bisher weitgehend vernachlässigten Koordination der Sozialversicherungen. In diesem über 1400 Entscheidungen umfassenden Fallrecht zeichnet das Buch sodann die Entwicklung und den Spin gewisser Interpretationsformeln nach. Weitere Formeln wie the greatest possible freedom oder koordinierende Formeln wie simple coordination werden so untersucht und ihre fast unheimliche Kraft tritt zu Tage.
Sowohl für Praktiker, die Klienten im Binnenmarkt vertreten, wie für Akademiker, die sich für den Binnenmarkt oder Interpretation im Allgemeinen interessieren, ist das Buch eine unentbehrliche Lektüre.
