Zusammenfassung
Der Reformprozess des deutschen Föderalismus gab dem Forum of Federations und der Konrad-Adenauer-Stiftung Anlass, gemeinsam eine internationale Konferenz vom 18. bis 20. Oktober 2006 in Berlin auszurichten. 28 renommierte deutsche und internationale Wissenschaftler und Politiker diskutierten die Föderalismusreform I der großen Koalition aus der Perspektive anderer föderaler Systeme und gaben Ausblicke auf die zweite Stufe der Föderalismusreform. Der Bundesminister des Innern, Dr. Wolfgang Schäuble, und der Schweizer Bundespräsident a.D., Prof. Dr. Arnold Koller, sprachen während der öffentlichen Abendveranstaltung.
Der Tagungsband ist zweisprachig angelegt und dokumentiert die Beiträge und Ergebnisse der Föderalismuskonferenz. Dem Konferenzprogramm entsprechend verfassen ein internationaler und ein deutscher Teilnehmer je einen Beitrag zu einem Thema. Die Themenpalette umfasst alle relevanten Aspekte des Föderalismus. Die Grundlagen des föderalen Staates werden ebenso untersucht wie die Kompetenzverteilungen zwischen Bund und Ländern und die Finanzierung. Dabei finden unterschiedliche Ansätze wie die „top-down“- und „bottom-up“-Perspektive auf Länder und Bund Eingang.
