Die Flüchtlingsbewegungen nach Deutschland 2015/2016 sowie die COVID-19 Pandemie stellten hohe Anforderungen an das Krisenmanagement öffentlicher Verwaltungen. Freiwillige Helfer:innen aus der Bevölkerung boten dabei oft große Entlastungspotenziale. Studien und empirische Beispiele aus der eigenen Forschung verweisen allerdings auf nicht immer reibungslose Zusammenarbeitskonstellationen. Vor dem Hintergrund befasst sich der vorliegende Beitrag mit der Frage: Welche Herausforderungen bestehen in der Zusammenarbeit zwischen Teilen der öffentlichen Verwaltung und der helfenden Zivilgesellschaft? Die Frage wird anhand von empirischen Ergebnissen aus den Projekten „Sicherheitskooperationen und Migration (SiKoMi)“ und „Kommunalverwaltung im Krisenmodus (KoViK)“ beantwortet. Im Fokus stehen Schwierigkeiten und Lernmöglichkeiten aus Kooperationen zwischen verschiedenen Verwaltungsebenen und der helfenden Zivilgesellschaft während der o. a. Flüchtlingsbewegungen und der Pandemie sowie die Bedeutung für das aktuelle Krisenmanagement von öffentlichen Verwaltungsteilen.
The refugee movements to Germany in 2015/2016 and the COVID-19 pandemic placed high demands on the crisis management of public administrations. Volunteers from the population often offered great potential for providing assistance. However, studies and empirical examples from our own research show that cooperation did not always run smoothly. Against this background, this article deals with the question: What challenges exist in the cooperation between parts of the public administration and the helping civil society? The question is answered on the basis of empirical results from the projects “Security Cooperation and Migration (SiKoMi)” and “Local Governments in Crisis Mode (KoViK)”. The focus is on difficulties and learning opportunities from cooperation between different levels of administration and the helping civil society during the above-mentioned refugee movements and the pandemic, as well as the significance for the current crisis management of public administration.
