The Commission initiated in 2010 the Digital Agenda for Europe 2010-2020 as part of its Strategy 2020, which is one of seven flagship initiatives. It is an evolutionary step for a new digital market understanding with huge social, economic potential for further European integration. Digitalization may be the most intense market change ever, characterized by an interdisciplinary complexity penetrating all areas of our lifes, public, business and private. A holistic, hermeneutic understanding is needed to capture causalities, conditions and impact. In this spirit the Digital Single Market Agenda of the EU Commission aims to govern the transformation of the single market driven by disruptive technologies in order to execute its governance duties, not only following technological developments or single market interests.
